The bottom of a cliff is not an uncommon place for a spring. I think we have to give the game designers a little license about the slope of the ground – a gradient imperceptible to the human eye is enough to allow water to flow. And I'm certain that in MM8 a river runs from Alvar through Ravenshore into the sea just north of Regna. So I think yes, we got rivers
